With reference to your cypher telegram 11th May. Venture respectfully to draw attention to my confidential despatch November 22nd 1912 last para- A graph, and to debate on page 83 to 85 of Hansard for 1901 and to telegram from Secretary of State for the Colonies December 12th 1901 in reply to Governors despatch No.443 of that year.
